| dc.description.abstract | لقد عمدت الجزائر منذ حقبة من الزمن إلى انتهاج مخطط اقتصادي تهدف من خلاله إلى إصلاح البُنى التحتية من أجل إرساء أسس إقتصادية واجتماعية وسياسية حديثة . حيث حاولت الجزائر الإستثمار في عائدات المحروقات ، غير أنّ تدني أسعار هذه الأخيرة مع نهاية سنة 2014 جعل الحكومة تبحث عن الحلول البديلة لمواجهة العجز المالي ، فعمدت إلى تقليص فاتورة الإستيراد عن طريق اعتماد آلية الرخصة ، التي كشف إعمالها عن هشاشة المنظومة الإقتصادية وثغرات في المجال التشريعي . ولكن بالرغم من ذلك يبقى التحدي قائما . | en_US |
