dc.description	the idea of public service, the doctrine and administrative jurisprudence established theories of administrative law, defined it as much as a core of the state role, but this idea has undergone changes, and to see the transition of the role of the state, from gendarme to a state of providence, which led to fluctuations and the decline of this idea, both in terms of norms, the definition, the diversity of the fields of intervention of the State, the methods of management, on first, and secondly the access in a virtual world or digitization. In this regard, we will clarify through this article, a very important question, namely the impact of the evolution of the function of the state on the concept of public services.	en_US
dc.description.abstract	تعد فكرة المرفق العمومي من بين أهم موضوعات القانون الإداري، إذ من خلالها تأسست نظريات حدد من خلالها الفقه والقضاء نطاق القانون الواجب التطبيق، كما عدت جوهر وظيفة الدولة، والتي من خلالها تقدم خدمات للجمهور بصفة احتكارية، غير أن هذه الفكرة، تغيرت وذلك راجع إلى تطور دور الدولة، من حارسة إلى متدخلة، مما أدى إلى تقلب الموازين وتقهقر فكرة المرفق العمومي سواء من حيث معايير تعريف المرفق العمومي، تنوع مجالات تدخل الدولة، طرق تسييره، هذا من جهة، ومن جهة أخرى دخول الدولة لعالم جديد افتراضي، عالم الرقمنة. لذلك، سنقوم من خلال هذه الورقة البحثية، بتوضيح مسألة في غاية من الأهمية، تتمثل في أثر تطور وظيفة الدولة على مفهوم المرفق العمومي.	en_US
