dc.description	As a part of the modernization of the general facility in Algeria, which was imposed by a number of variables, the most important of which is the technological revolution in information technology, the process of digitizing the local administration represented in the municipality was one of the first concerns of the Algerian state to modernize the public services provided to the citizen, and which was manifested in the creation of the national automated registry of the civil status, which contributed to the exemption of citizens from submitting civil status documents to the administration associated with this registry, the administrative documents were also transferred to electronic documents in addition to the launch of services over the internet networks in order to bring the administration closer to the citizen.	en_US
dc.description.abstract	في إطار تجسيد عملية عصرنة المرفق العام في الجزائر والذي فرضته جملة من المتغيرات أهمها الثورة التكنولوجية في تقنية تقديم المعلومات، شكلت عملية رقمنة الإدارة المحلية متمثلة في البلدية إحدى أولى اهتمامات الدولة الجزائرية لعصرنة الخدمات العمومية المقدمة للمواطن والتي تجلت تحديدا من خلال استحداث السجل الوطني الآلي للحالة المدنية الذي ساهم في إعفاء المواطن من تقديم وثائق الحالة المدنية للإدارات المرتبطة بهذا السجل كما تم تحويل الوثائق الإدارية إلى وثائق الكترونية، بالإضافة إلى إطلاق خدمات عبر شبكات الانترنت بهدف تقريب الإدارة من المواطن	en_US
