dc.description.abstract	إن الجريمة ظاهرة موجودة ومعروفة منذ الأزل، أي وجدت واستفحلت بوجود وتكاثر الإنسان، ولكن المتتبع لتطور الحاصل في العالم يجد أن نقوس الخطر قد دق، مما يحتم وجود سياسة واضحة المعالم تحد من هذا الانتشار. فبدء الظهور التدريجي للعديد من الأفكار مفادها إصلاح المنظومة الجنائية لتخفيض قسوة السياسة الجنائية، وذلك بظهور وسائل أخرى للردع وإقامة الجزاء، فظهرت المصالحة الجمركية كوسيلة للحد من العقاب والقضاء على أزمة العدالة الجنائية، وذلك بتفويض إدارة الجمارك توقيع العقوبة وتطبيقها، كوسيلة لخدمة السياسة الجنائية الحديثة التي تسعى بالدرجة الأولى للحد من مساوئ العقوبات الجزائية في ظل التطورات الاقتصادية التي كشفت عن عدة اختلالات في السياسة العقابية.	en_US
