dc.description	Due to the suffering of people and their persecution by the rulers and kings, some revolutions such as the French Revolution and the American Revolution came into existence. Their main principle was the consolidation of social justice and the right of individuals to make public policy. As in all liberal regimes, this trend has been translated into a parliament that ensures legislation. The United States has followed this approach and has given legislative power represented in Congress broad powers under the principle of separation of powers, but what we are witnessing today is the marked decline To the role of the US Congress for the rest of the authorities by including some practical restrictions on his powers, which makes us wonder about the role of the legislative authority and its place in the American constitutional system.	en_US
dc.description.abstract	أمام معاناة الشعوب واضطهادها من قبل الحكام والملوك ظهرت إلى الوجود بعض الثورات على غرار الثورة الفرنسية والثورة الأمريكية ، حيث كان المبدأ السائد لديها هو تكريس العدالة الاجتماعية ومنح حق الافراد في صنع السياسة العامة. وكما هو الحال في كل الأنظمة الليبرالية، فانه قد تم ترجمة هذا الاتجاه في صورة برلمان يتكفل بالتشريع، حيث سارت الولايات المتحدة الأمريكية على هذا النهج وأعطت للسلطة التشريعية الممثلة في الكونغرس صلاحيات واسعة في إطار مبدأ الفصل بين السلطات، لكن ما نشهده اليوم هو التراجع الملحوظ لدور الكونغرس الأمريكي لحساب باقي السلطات وذلك بتضمين بعض القيود في الممارسة العمليةعلى صلاحياته ما يجعلنا نتساءل عن دور السلطة التشريعية ومكانتها في النظام الدستوري الأمريكي.	en_US
