dc.description	Dealing with the study analyzed the public utility criterion which is considered the basis of the administrative law , and then as a basis for the competence distribution between the administrative judiciary and ordinary judiciary through studying the criterion development of the public utility in France and that for showing its impact in determining the administrative dispute and This is consistent with the frequent judicial rulings to root the idea of the public utility. We also have highlighted the study of the status of the public utility criterion in Algeria and the extent to which it was devoted as a basis for the distribution of the competence between the administrative and ordinary judiciary And the extent to which the traditional perspective of French administrative law is implemented in Algeria.	en_US
dc.description.abstract	تتناول الدراسة بالتحليل معيار المرفق العام باعتباره أساس القانون الإداري ،ومن ثم أساس لتوزيع الاختصاص بين القضاء الإداري والعادي من خلال دراسة تطور معيار المرفق العام في فرنسا وذلك لبيان أثره في تحديد المنازعة الإدارية وهذا ثابت من الأحكام القضائية المتواترة لتأصيل فكرة المرفق العام كما ألقينا الضوء على دراسة مكانة معيار المرفق العام في الجزائر وإلى أي مدى كرس كأساس لتوزيع الاختصاص بين القضاء الإداري والعادي ومدى إعمال المنظور التقليدي للقانون الإداري الفرنسي في الجزائر	en_US
