| Résumé: | يعتبر النظام الانتخابي الوسيلة القانونية التي يتولى من خلالها الشعب اختيار ممثليه على مستوى المجالس الشعبية المنتخبة وطنية كانت أم محلية، لذلك فإن نزاهة العملية الإنتخابية ترتبط بمدى تمتع كل من الناخب و المترشح في ممارسة حريته السياسية. ولذلك فإن نظام الترشح وعملية انتقاء ممثلي الشعب في المجالس الشعبية المحلية هو الركيزة الجوهرية في نجاح وظيفة التمثيل و ضمان التسيير الحسن للشؤون المحلية، وهو ما استهدفه القانون العضوي رقم 16-10 المتعلق بنظام الانتخابات الجديد من عملية ضبط شروط الترشح ،غير أنه هو لم يرقى إلى مستوى تفعيل آداء المنتخب المحلي في ممارسته لوظيفة التمثيل وتسييره للشؤون المحلية |
| Description: | the elective system is the legal means by which the people decide their representative at the level of popular elected councils, national or local. so the integrity of the process is related to the extent of the enjoyment of both the elector and the condidate to do his political freedom. therefore, the system of nomination and the process of selecting representatives of the people in the local people's councils is the badrock corner stome of the success of the representation function and ensuring the good managment of the local affairs . the organic law n°16-10 concerning the new electoral system aimed at controlling the conditions of candidacy to activate the performance of the local elector in the excercise of the role of representation and local affairs |
