dc.description.abstract	بالرغم من وجود منظومة قانونية لتنظيم حركة العمران، لا يزال مجال التهيئة والتعمير في الجزائر يعاني من قلة التنظيم وفوضى الإنجاز، وهذا من خلال انتشار البناءات الفوضوية التي أصبحت تشوه المنظر العمراني للمدن وأثرت سلبا على أفراد بحرمانهم من العيش في بيئة عمرانية سليمة، فيهدف البحث إلى تشخيص ظاهرة البناءات الفوضوية والأسباب المؤدية إلى نشأتها وإنتشارها، مع إبراز تأثيرها على المنظر الجمالي للمدن وعلى المواقع الحساسة. كما لمسنا بعض النتائج المتوصل إليها المتمثل في: -ساهمت الاختلالات الأمنية في نزوح سكان الأرياف إلى المدن طمعا في الحصول على مناصب العمل وتحسين ظروفهم المعيشية، -الاستغلال اللاعقالاني للأراضي من خلال البناءات الفوضوية المشيدة على أطراف المدن، -تشويه المنظر الجمال للمدن بسبب اتشار البناءات الفوضوية، -ضعف المراقبة والمتابعة لحركة العمران من طرف الإدارة والأعوان المؤهلين ساهم في انتشار البناءات الفوضوية، ما نتج عنه بيئية عمرانية متدهورة.	en_US
dc.description.sponsorship	Dispite the existence of a legal policy to organize the movement of architecture, the field of amenagement and urbanism is still suffering from lack of organization and the anarchy of achievement; this is due to the spread of slum which deform the architectural sight of cities. This fact has affected people by depriving them from living in a decent environment. This survey aims at diagnosing the phenomenon of slums and the causes leading to its evolution and its spread as wellas showing their effects on the aesthetic sight of cities and the most crucial sites. We have noticed some results as: -political disbalances have helped in pushing contrysidemen to cities to get jobs for better life, -Irrational exploitation of lands by building slums on the outskirts of cities, -Disnautling of beauty of cities, -weakness in controlling the movement of building by special agents	en_US
