Résumé:	يعتبر البحث العلمي المحرك الأساسي لتقدم الشعوب في مختلف مجالات الحياة الاقتصادية والثقافية والاجتماعية والسياسية والثقافية، بحيث تفطنت أغلب الدول المتقدمة لأهميته فعملت جاهدة على تشجيعه وتطويره، وهو أيضا ما سعت إليه الدول المتخلفة لمواكبته بتخصيص نسبة كبيرة من ميزانيتها للبحث العلمي وتطويره . وبالتالي أصبح من المعايير الأساسية التي تحكم مدي تقدم البلدان أو تخلفها و من هذا المنطلق كان لزاما عليها الاهتمام بالبحوث العلمية. ومن أجل الوصول إلى بحوث علمية هادفة و غير مسبوقة و مدروسة كان لزاما عليها الاهتمام بالاختيار الأفضل للمواضيع البحثية من أجل تحقيق منفعة عامة وجديدة للباحث والمجتمع و العالم ككل
Description:	Scientific research is the main engine for the advancement of peoples in various areas of economic, cultural, social, political and cultural life. Most developed countries have become very active in promoting and developing it. It is also what the developing countries have sought to keep pace with by allocating a large proportion of their budget to enhancing it. Scientific research has thus become a fundamental criterion governing the extent to which countries progress or lag behind, and as such they had to pay important attention to it. In order to gain access to purposeful, unprecedented and thoughtful scientific research, it had to be concerned with the judicious choice of research topics in order to achieve a new and public good for the scholar, society and the world as a whole.
