| Résumé: | تهدف هذه الورقة البحثية لبحث حول أهم حق من الحقوق الأساسية للمواطن التي لايمكن تجاهلها من طرف الدولة والذي بموجبه يطلع على باقي الحقوق الأخرى، ألا وهو الحق في الحصول على المعلومة الذي كرسه المشرع الجزائري ضمن مختلف نصوصه القانونية في كافة مستوياتها، وتعتبر قرارات الجماعات المحلية أكثر صور شيوعا لارتباطها بالوضع المحلي بالدرجة الأولى من جهة، وقربها للمواطن من جهة أخرى، الذي يسعى دائما إلى تحسين الخدمة العمومية المحلية . حيث يهدف هذا الموضوع إلى تحديد الإطار المفاهيمي والقانوني للحق في الوصول للمعلومة و كيف يمكن تكرسيها ضمن قرارات الجماعات المحلية و الإجراءات الواجب إتباعها من أجل الإفصاح عن المعلومات وبتالى إضفاء الشفافية على أعمالها، ومنه إعادة الثقة بين الإدارة المحلية و المواطن . |
| Description: | This research paper aims to research the most important of the basic rights of the citizen that cannot be ignored by the state, according to which he is acquainted with the rest of the other rights, namely the right to obtain information that the Algerian legislator has established within its various legal texts at all levels, and the decisions of local groups are considered more Common images due to its association with the local situation in the first place on the one hand, and its proximity to the citizen on the other hand, who is always striving to improve local public service. Where this topic aims to define the conceptual and legal framework for the right to access information and how it can be consecrated within the decisions of local groups and the procedures that must be followed in order to disclose information and thus impart transparency to their actions, including restoring confidence between the local administration and the citizen. |
