dc.description	The Administrative liability case has always been one of the most important administrative cases, where the administrative judge has a great power, in order to repair the damage caused by the administration to the individuals. Considering that the urbanization field is one of the field in which public administration intervenes to regulate urban activity, it is a fertile field for applying the rules of administrative liability, these ones require certain conditions to be achieved, until the liability of administration is established represented by an error attributing to the administration and the reel damage claimed by the victim provided that the causal relationship exists, which is the need to link between the error of administration and the damage caused directly by this error.	en_US
dc.description.abstract	لطالما كانت دعوى المسؤولية الإدارية من أهمّ الدعاوى الإداريّة، لما يتمتّع فيها القاضي الإداري بسلطات كبيرة، من أجل جبر الأضرار الّتي سبّبتها الإدارة للأفراد. وباعتبار أنّ مجال العمران من بين المجالات الّتي تتدخّل فيه الإدارة العامة لتنظيم النّشاط العمراني فإنّه مجال خِصب لتطبيق قواعد المسؤولية الإدارية، الّتي تشترط تحقّق شروط معيّنة حتّى تقوم مسؤولية الإدارة في العمران ممثّلة في وجود خطأ ينسب للإدارة وتحقّق الضّرر الّذي يدّعيه المتضّرر على أن تتوفّر العلاقة السّببيّة؛ والّتي مؤدّاها ضرورة الرّبط بين خطأ الإدارة والضّرر الحاصل بصفة مباشرة عن هذا الخطأ.	en_US
