dc.description	This research paper dealt with the issue of tourism planning in light of the effectiveness of the tourism planning programs underlined to achieve tourism development in Algeria based on the available tourism ingredients in the poles of tourism expansion, which is the field of study as a strategic penalty. The advancement of the tourism sector in Algeria in general and in particular in the field of study requires the development of concise and effective planning programs that directly contribute to achieving the goals of the tourism planning strategy and keeping pace with the riders of development in this field and the latter is only possible through achieving a simple logical equation in the field based on the budget Among the available ingredients, actual needs, and the possibilities underlined to achieve and embody these programs.Hence the importance of this study, which reveals the extent to which this budget has been achieved in the field.	en_US
dc.description.abstract	تناولت هذه الورقة البحثية موضوع التخطيط السياحي في ظل فعالية برامج التخطيط السياحي المسطرة لتحقيق التنمية السياحية في الجزائر بناءا على المقومات السياحية المتاحة في أقطاب التوسع السياحي الذي يعد ميدان الدراسة جزاءا استراتيجيا بها. فالنهوض بالقطاع السياحي في الجزائر بصفة عامة وبصفة خاصة في ميدان الدراسة يتطلب وضع برامج تخطيطية محكمة وفعالة تسهم بشكل مباشر في تحقيق أهداف إستراتيجية التخطيط السياحي ومواكبة ركب التطور في هذا المجال وهذا الأخير لا يتأتى إلا من خلال تحقيق معادلة منطقية بسيطة في الميدان قائمة على أساس الموازنة بين المقومات المتاحة والاحتياجات الفعلية والإمكانيات المسطرة لتحقيق وتجسيد هاته البرامج. ومن هنا تأتي أهمية هذه الدراسة؛ التي تكشف عن مدى تحقيق هاته الموازنة في أرض الواقع	en_US
