| Résumé: | في إطار تحقيق سياستها الإجتماعية الهادفة إلى ترقية الخدمة العمومية في مجال السكن الموجه إلى الفئات الإجتماعية الأكثر حرماناً لتمكينها من الحصول على سكن لائق، يحتل السكن العمومي الإيجاري المكانة الأبرز ضمن مختلف الصيغ السكنية التي تطلقها الدولة، هذه الأخيرة التي تتولى إنجاز هذا النوع من السكنات ثم تسييرها ضمن الإطار القانوني المعتمد بهذا الخصوص. لذا ستحاول هذه الدراسة تسليط الضوء على عملية تسيير السكن العمومي الإيجاري في الجزائر، وذالك باعتماد معالجة موضوعية واقعية، تستمد مرجعيتها من مختلف القوانين والتنظيمات التي تحكم هذا المجال، وتستمد واقعيتها من الممارسة العملية لمصالح ديوان الترقية والتسيير العقاري لولاية أدرار كهيئة مؤجرة تتولى تسيير هذا النوع من السكنات |
| Description: | As part of its social policy aimed at promoting the public service in the housing sector for the most disadvantaged social categories for allow them to obtain decent housing, Public rental housing occupies the most important place in the various forms of housing launched by the State, The latter is responsible for the realization this type of housing and then managing it, Within the legal framework adopted in this regard. This study will attempt to shed light on the process of managing the public rental housing in Algeria, by adopting a realistic objective approach that draws its reference from the various laws and regulations governing this sector and derives its practicality from the practical practice of the structures of the Office of Promotion and Real Estate Management of the Wilaya of Adrar, As an administration charged to manage this type of housing.
