| Résumé: | لقد حرص المشرع الجزائري في مختلف النصوص التشريعية والتنظيمية على إدراج مايعرف بالضوابط أو القيود البيئية في منح رخصة البناء ليحمي بداية البيئة وأيضا ليحافظ على النظام العمراني والجمالي للبنايات والمدينة والمناطق المحمية، فلا يمكن أبدا تصور تنمية دون تعمير وبناء، وهذا الأخير لابد أن يسيج بقيود بيئية توازن بين الحق في التنمية وحماية البيئة للوصول إلى تنمية مستدامة. |
