dc.description.abstract	تحقيق التنمية المستدامة في قطاع العمران يكون من خلال الإعتماد على مخططات تؤطره ، و على رأسها مخططي التهيئة و التعمير و شغل الأراضي ، و هي أدوات قانونية متى احترمت قلصت من البناءات الفوضوية و الإستنزاف غير العقلاني ، و لها بهذا المعنى محاصرة المخالفات المرتبطة بهذا القطاع . هذه الإنشغالات حرص المشرع على تنظيمها ابتداءا مع القانون 90-29 و كذلك التفصيلات المهمة التي جاء بها المرسوم التنفيذي رقم 15-19	en_US
