Résumé:	تستهدف الدراسة فتح المناقشة حول التنمية العمرانية، والتي تعتبر مفهوما حديثا بدأ نشاط البحث فيه يتزايد مع بروز فكرة التنمية المستدامة والمحاولات المتواصلة لتجسيدها على أرض الواقع . وكثيرا النظر إليها كمسألة أساسية تحكم سلوك المجتمعات وتؤثر على تزايد حالات الجريمة فيه رغم توفر المدن على الحاجيات الأساسية للسكان، وهو ما يجعل تعزيز الجودة في التهيئة العمرانية وتطوير وظيفته يعد جانبا جديرا بالدراسة.
Description:	The aim of the study is to open the discussion on urban development, which is a newly understood concept. Research activity has begun to increase with the emergence of the idea of sustainable development and the continuous attempts to reflect it on the ground. Often viewed as a fundamental issue governing the behavior of societies and affecting the growing incidence of crime in spite of the availability of cities on the basic needs of the population, which makes quality enhancement in urban development and job development a worthy aspect of study. Key words: Sustainable Development, Urban Development, Urban Development, Crime, Illegal Construction.
