dc.description	Depending to the Importance of real estate owned by the national public property, the legislator gave them an exceptional protection regime, particularly with regard to administrative protection. In this framework, the legislator has adopted a set of administrative procedures and rules to protect those properties. The most important measures are those relating to the formation of national public property, especially listing procedures and privatization procedures. It should also be noted that the rule of non-availability of public national property for disposal, lapsing, or seizure, which protects the property from infringement by administration and individuals. However, according to the practical reality that reveals several manifestations of encroachment on those real estate properties, it is necessary to strengthen the administrative protection prescribed to ensure the effective protection of those properties. dc.description.abstract	تبعا لأهمية الأملاك العقارية التابعة للأملاك الوطنية العمومية، فقد خصَّها المشرع بنظام حماية استثنائي، لاسيما ما يتعلق بالحماية الإدارية. وفي هذا الإطار، فقد أقر المشرع مجموعة من الإجراءات الإدارية والقواعد القانونية لحماية تلك الأملاك العقارية. ومن أهم الإجراءات المقررة تلك المتعلقة بتكوين الأملاك الوطنية العمومية، لاسيما إجراءات الإدراج، وإجراء التخصيص. كما تجدر الإشارة إلى قاعدة عدم قابلية الأملاك الوطنية العمومية للتصرف فيها، أو التقادم، أو الحجز، والتي تقررت حماية لتلك الأملاك من تعدي الإدارة والأفراد. على أنه، وتبعا للواقع العملي الذي يكشف عن عدة مظاهر للتعدي على تلك الأملاك العقارية، فإن الأمر يقتضي تدعيم الحماية الإدارية المقررة، بما يضمن حماية فعالة لتلك الأملاك العقارية.	en_US
