| dc.description.abstract | يعد العقار ثروة غير قابلة للتجديد، ونظرا للدور الذي يلعبه في التنمية الاقتصادية والاجتماعية، وماله من دور استراتيجي في تسهيل الاستثمار وضمانه، كان من الواجب خلق البيئة الاستثمارية الملائمة بمختلف أطرها التشريعية والاقتصادية والسياسية والاجتماعية والاقتصادية، بما يساهم في جذب الاستثمار واستقطاب رؤوس الأموال الأجنبية. إن الاستثمار العقاري يعد المحرك الأساسي للاقتصاد الوطني وأبرز الدوافع المحققة للتنمية الشاملة بمختلف تجلياتها، لذا يتطلب الأمر توفير مناخ استثماري ملائم وتوفير أوعية عقارية لتشجيع الاستثمارات الوطنية والأجنبية، وهذا لن يتأتى إلا في ظل وجود بيئة استثمارية مهيأة تقوم على مجموعة من العوامل واتخاذ الإجراءات التحفيزية. | en_US |
