| Résumé: | يعتبر الترخيص بالبناء إجراءً ضروريًا لأسباب تتعلق بالتخطيط العمراني وكذلك لاعتبارات بيئية من أجل المحافظة على حياة الأفراد وسلامتهم وكذى ضرورة مراعاة التنسيق العام في البناء والتعمير للمحافظة على رونق ورواء المدينة، وهو ما جعل المشرع الجزائري يعتبر البناء دون رخصة جريمة يعاقب عليها القانون وذلك من أجل القضاء على ظاهرة البنايات الفوضوية |
