| dc.description.abstract | تحقق القواعد القانونية المتعلقة بتنظيم العمران توازنا بين المصلحة الخاصة للأفراد، وذلك من خلال مشاريع التجزئة وبين المصلحة العامة العمرانية، حيث تسهر الإدارة على تحقيق ذلك من خلال فرض أنظمة التراخيص الإدارية اللازمة، وذلك باحترام النصوص القانونية من بينها قرار رخصة التجزئة الأمر الذي يلزم الإدارة المختصة بإصدار قرار التجزئة، في حالة احترام الشخص المعني الإجراءات والمواعيد الضرورية لذلكـ وفي حالة مخالفة الإدارة يحق للأفراد المعنيين منازعتها، وذلك بالطعن في قرار رخصة التجزئة، وهو يظهر من خلاله الرقابة على القرارات الإدارية المتعلقة برخصة التجزئة سواء كانت رقابة إدارية أو رقابة قضائية. | en_US |
