Résumé:	بالرجوع إلى قوانين التهيئة والتعمير نجد أن المشرع الجزائري قد أخضع جميع الأنشطة العمرانية لتراخيص وشهادات إدارية حتى تتمكن الإدارة من الاضطلاع بمهمتها الرقابية و متابعة الحركة العمرانية و تنظيمها ، كما أن المشرع ألزم المعني بضرورة الحصول عليها . و نظرا لأهمية أدوات رقابة التهيئة و التعمير باعتبارها وسائل و إجراءات للتنظيم و الرقابة ، نظمها المشرع في شكل رخص تمثلت في رخصة البناء و الهدم و التجزئة ، و في شكل شهادات تتمثل في شهادة التعمير ، التقسيم و المطابقة
Description:	The Algerian legislature was subjected in the laws of the configuration and construction of all physical activities to administrative licenses , and certificates so that the department can access the regulatory function and the follow-up to urban movement and organized ,and that the legislator colleagues on the need to obtain them . In view of the importance of configuration control tools and construction as the methods and procedures for the regulation and control , organized by the legislature in the form of cheap represented in the construction permit and demolition and retailers , and in the form of testimonies of reconstruction , the division and the certificate of conformity .
