Résumé:	انطلاقا من التحولات التي شهدها العالم والجزائر جزء لا يتجزأ من هذا العالم قامت بإصلاحات في جميع الميادين لاسيما مشاركة المواطنين في صنع القرار. تبنت الجزائر مقاربة الديمقراطية التشاركية وجعلتها ذات قيمة دستورية وجاء قانون البلدية 10/11 متناغما معه لاسيما المواد من 11 إلى 14. هذه الرغبة في إشراك المواطن أصبحت ضرورة ملحة خاصة بعد فشل الديمقراطية التمثيلية. فلم يعد دور المواطن متوقف على اختيار ممثليه بشكل دوري فحسب بل يتجاوز ذلك ليصبح مشاركا في اختيار أفضل البدائل بما يعبر عن طموحاته وفي نفس الوقت يسد ثغرات مجالس ممثليه. وفي هذه الورقة البحثية نسلط الضوء على الآليات التي وضعها المشرع الجزائري للدفع بالمواطن إلى المشاركة وتجسيد هذه المقاربة في مجال التهيئة والتعمير
Description:	starting from the transformations witnessed by the world and since Algeria is an integral part of this world, it has carried out reforms in all fields, especially the participation of citizens in decision-making. Algeria adopted the approach of participatory democracy and made it a constitutional value. The municipal law 10/11 came into harmony with it, particularly articles 11 to 14. the desire to involve citizens has become an urgent necessity, especially after the failure of representative democracy. The role of the citizen is no longer dependent on the selection of his representatives on a regular basis, but rather on becoming a participant in choosing the best alternatives to express his ambitions and at the same time filling the gaps of his representatives' councils. In this paper we highlight the mechanisms put forward by the Algerian legislator to push the citizen to participate and to reflect this approach in the field of rehabilitation and reconstruction
