dc.description	This legal study aims at clarifying the effective role played by the building permit in guaranteeing the movement of construction. It is considered a legal tool for the supervision of construction work and urban expansion. It is not granted by the administration unless the conditions and legal procedures provided for it in the laws of planning and construction are met. Of the ramifications of illegal construction, the construction license contributes significantly to the protection of the environment and nature, especially through the conditions imposed on the building and the prior environmental procedures to be followed to obtain them, which reflects and confirms the strong relationship between permit Of construction and environmental protection. Because the environment is protected from the literature of sustainable development, the building permit is a legal means to effectively guarantee the achievement of the sustainable development goals desired by the Algerian state.	en_US
dc.description.abstract	هدف هذه الدراسة القانونية إلى توضيح الدور الفعال الذي تلعبه رخصة البناء في ضمان حركة البناء فهي تعتبر أداة قانونية رقابية ألشغال البناء والتوسع العمراني، ال تمنحها اإلدارة إال إذا توفرت الشروط واإلجراءات القانونية المنصوص عليها في قوانين التهيئة والتعمير، كما تعتبر من أهم اآلليات الوقائية لحماية البيئة من انعكاسات العمران العشوائي والالشرعي، فرخصة البناء تساهم بشكل كبير في حماية البيئة والطبيعة السيما من خالل الشروط المفروضة على البناية واإلجراءات البيئية المسبقة الواجب إتباعها للحصول عليها األمر الذي يعكس ويؤكد العالقة الوطيدة بين رخصة البناء وحماية البيئة . والن حماية البيئة من أدبيات التنمية المستدامة فان رخصة البناء وسيلة قانونية تضمن بشكل فعال تحقيق أهداف التنمية المستدامة المنشودة من قبل الدولة الجزائرية	en_US
