dc.description	The tourist property is a key determinant of the revival of the national economy and a catalyst for attracting and stabilizing investors. However, it remains hostage to many obstacles that pose obstacles for national and foreign investors to realize their projects. The tourist property requires considerable financial resources to embody the tourist facilities of hotels and leisure centers, etc. However, speculation in the real estate and the emergence of manipulations exploiting legal gaps in the field, prompted the authorities concerned to reconsider the definition of the concept of areas and locations of tourism expansion in Law 03-03 issued in 17/02/2003 concerning the areas of expansion and tourist sites, and the State intervention in facilitating the granting of this property to investors to reflect their projects.	en_US
dc.description.abstract	يعتبر العقار السياحي محددا أساسيا لإنعاش الاقتصاد الوطني وعاملا مساعدا لجلب واستقرار المستثمرين، غير أنه لا يزال رهينة عراقيل كثيرة تشكل عائقا أمام المستثمرين الوطنيين والأجانب لتجسيد مشاريعهم. إن العقار السياحي يتطلب موارد مالية كبيرة من أجل تجسيد المرافق السياحية من فنادق ومراكز للراحة وغيرها، إلا أن المضاربة في العقار وبروز تلاعبات مستغلة الثغرات القانونية في المجال، دفع بالسلطات المعنية لإعادة النظر في تحديد مفهوم مناطق ومواقع التوسع السياحي في القانون 03-03 الصادر في 17/02/2003 والمتعلق بمناطق التوسع والمواقع السياحية، وتدخل الدولة في تسهيل منح العقار أمام المستثمرين لتجسيد مشاريعهم.	en_US
