dc.description.abstract	خول القانون للبلدية سلطات واسعة في مجال الضبط العمراني، فالبلدية باعتبارها هيئة رقابية إدارية للحفاظ على النظام العام، منحها القانون بموجب التعديلات المتعلقة بالتهيئة والتعمير، سلطة رقابية، وذلك إما بدورها بمنح الشهادات أو الرخص، وذلك بأن خولها سلطة منح شهادة التعمير، أو شهادة المطابقة، أو التقسيم. كما منح لها باعتبارها سلطة رقابية صلاحية إقرار بعض الرخص والمتمثلة أساسا في رخصة البناء، أو رخصة التجزئة، أو الهدم.	en_US
