dc.description.abstract	تعتبر رخصة الهدم من ميكانزمات الرقابة التي تمارسها الإدارة من أجل وقاية البيئة من الأخطار التي تنجم عن عملية هدم البنايات، فرغم أن الأصل هو حرية الأفراد في هدم بناياتهم دون حاجة إلى ترخيص إداري مسبق، إلا أن المشرع الجزائري قيّد هذه الحرية بضرورة الحصول على رخصة الهدم إذا تعلق الأمر بالبنايات المحمية بأحكام القانون رقم 98-04 المتعلق بحماية التراث الثقافي أو إذا إقتضت ذلك الشروط التقنية والأمنية .	en_US
