dc.description.abstract	قد بات من الضروري إيجاد نوع من التناغم بين النشاط العمراني ومشاريع التهيئة والتعمير من جهة، وتزايد الوعي البيئي والتنمية المستدامة من جهة أخرى، فأصبحت البيئة مطلبا مهما من الضروري التفاعل معه والاستجابة لمتطلباته، لذا أولى المشرع الجزائري اهتماما كبيرا لمشاكل العمران والبيئة معا وحمايتها ضمن مخططات التهيئة والتعمير المحلية ( المخطط التوجيهي للتهيئة والتعمير ومخطط شغل الأراضي) وذلك باحترام التوجيهات الأساسية للمخطط الوطني لتهيئة الإقليم وتنميته المستدامة، كمخطط ذو بعد وطني ويتم تسييره مركزيا، حيث أعطى أهمية كبيرة للبيئة وله دورا بارزا وفعالا لحماية البيئة في إطار التنمية المستدامة زيادة .على ذلك أنه غطى النقائص الموجودة في المخططات المحلية للتعمير في مجال حماية البيئة	en_US
