This enables her to control the area of reconstruction within their territory, allowing for control over the urbanization pattern and the ability to direct it according to the urban policy, in view of the increasing demographic growth accompanied by urban growth, which requires regulation so as not to be chaotic and random in urbanization.	en_US
dc.description.abstract	تقوم البلدية بدور كبير في مجال العمران، بحيث لها سلطات واختصاصات في إعداد رخص وشهادات التعمير، كما لها اختصاصات دراستها وتسليمها، كما يمكنها تسوية وضعية البنايات غير التامة أو غير المطابقة لأحكام رخصة البناء، ولها في ذلك أن تستشير عدة هيئات وجهات مختلفة قبل اتخاذ قراراتها. ويمكنها ذلك من الرقابة في مجال التعمير في حدود إقليمها، مما يسمح بالتحكم في نمط العمران، والقدرة على توجيهه وفق السياسة العمرانية، نظرا لتزايد النمو الديمغرافي والذي يصحبه نمو عمراني، يقتضي تنظيمه حتى لا تكون هناك فوضى وعشوائية في العمران.	en_US
