dc.description	The real estate policy focuses on the development of a parallel strategy for the reconstruction policy, in which it determines how to deal with real estate ownership in view of the value of the land. The reality occupied by the land as a natural resource can not be renewed or re-produced, as is the case with other economic goods. Therefore, the real estate is a limited resource that needs to be taken care of and used in a rational manner according to the objectives of preparation and reconstruction. The role of the public authorities is highlighted by the control of the real estate market by providing sufficient land for all those involved in construction. Providing a real estate balance will help to guide the real estate policy in the interest of urban planning and urbanization in order to complete various construction processes.	en_US
dc.description.abstract	إن تنظيم المجال يرتبط بالأرض وبضرورة استعمالها غير أن ذلك يصطدم بالمشكل العقاري لذلك وجب على الدولة وضع سياسة عقارية من أجل استعمال الرصيد العقاري بشكل عقلاني وعليه فإن جوهر السياسة العقارية يتركز على وضع استراتيجية موازية لسياسة التعمير تحدد من خلالها كيفية التعامل مع الملكية العقارية بالنظر إلى القيمة الحقيقة التي تحتلها الأرض كمورد طبيعي لا يمكن تجديده أو إعادة إنتاجه كما هو الحال بالنسبة للسلع الاقتصادية الأخرى، وبالتالي فالوعاء العقاري مورد محدود وجب الاعتناء به والعمل على استعماله بطريقة عقلانية وفق أهداف التهيئة والتعمير. إن دور السلطات العمومية يبرز من التحكم في السوق العقارية عن طريق توفير أراضي كافية لكل المتدخلين في عمليات البناء، فتوفير رصيد عقاري من شأنه أن يساعد أكثر في توجيه السياسة العقارية لفائدة التخطيط الحضري والتوسع العمراني من أجل إنجاز مختلف عمليات البناء.	en_US
