dc.description.abstract	تأثرت الجزائر كغيرها من دول العالم بجائحة كورونا في كل المجالات: اقتصادية اجتماعية إدارية، وتعطلت بها مصالح الأفراد والمستثمرين في مجال استصدار مختلف عقود التعمير، الضرورية للبدء في الأشغال موضوع الرخصة المطلوبة، بسبب الدورة المستندية الورقية المنتهجة في الإدارة الجزائرية، وهذا التعطل في استصدار مختلف عقود التعمير بالنسبة للمستثمرين، يقدر ماليا ويؤثر سلبا على المستثمر وعلى الدولة صاحب المشروع، بسبب إجراءات الحجر المنزلي توقيا لانتشار الفيروس. من هذا المنطلق تبرز لنا أهمية موضوع دراستنا عن وجوبية التحول للقرارات الإدارية الإلكترونية في عقود التعمير في الجزائر ما بعد جائحة كورونا، لمواجهة الأزمات التي يمكن أن تؤثر على سيرورة العمل الإداري التقليدي.	en_US
dc.description.sponsorship	Algeria, as other countries all around the world, is affected economically, socially, and administratively by the Corona pandemic, and the interests of individuals and investors to obtain various construction contracts and start the activities have been disrupted due to the paper-based process adopted by the Algerian administration. This disruption in issuing various contracts affects financially the investors and the country which owns the project because of home quarantine measures applied to prevent the spread of the virus. Consequently, this paper comes to study the necessity to move towards electronic administrative decisions regarding the construction contracts in Algeria after Corona pandemic, as a way to face the cries that could affect the traditional administrative activities.	en_US
