dc.description.abstract	تتناول هذه الورقة البحثية بشكل عام موضوع بناء المدن الذكية المستدامة الذي نال اهتمام معظم المجتمعات الدولية نحو تطوير المدن بغض النظر عن حساسية المجال خاصة في الجزائر بسبب المشاكل التي تواجهها ، إلا انه ارتأينا إلى الدراسة بهدف معرفة دور المخطط التوجيهي للتهيئة و التعمير في بناء مدينة ذكية مستدامة ، و هذا من اجل تجاوز مشاكل المدن القائمة و تحقيق و تحسين التوازن العمراني ، إذ يعتبر المخطط التوجيهي للتهيئة و التعمير أداة من أدوات التعمير الذي يقوم بدور التنظيم و التسيير الحضري و الذي يحدد التوجيهات الرئيسية التي يقوم على أساسها التهيئة العمرانية ، و بما أن الجزائر بذلت مجهودات كبرى في مجال التشريع العمراني .	en_US
