dc.description.abstract	هدفت الدراسة إلى تحليل خصائص وتطور التمويل المحلي في الجزائر للوقوف على أهم عقباته واقتراح بعض الحلول له.إضافة إلى تحليل عناصر نظام اللامركزية المالية في الجزائر، والتحقق من مدى توافر الظروف اللازمة لضمان نجاحه حتى تتمكن الجزائر من جني المكاسب والايجابيات المرجوة من تطبيقه. وتشير الدراسة عموما إلى توافر البيئة القانونية والمؤسسية اللازمة لتغذية نظام اللامركزية المالية في الجزائر، مع توافر الإطار المالي له والذي يتمثل في تخصيص النفقات وتحديد مصادر الإيرادات المحلية والتحويلات، على الرغم من وجود بعض أوجه القصور في كلا الإطارين والتي ينبغي معالجتها	en_US
