Résumé:	تعاني مختلف الجماعات المحلية في الجزائر من عجز مالي عرقل دورها التنموي وحال دون استجابتها لانشغالات ساكني الاقاليم تحت وصايتها، الأمر الذي دفع إلى البحث في أنجع السبل لتحقيق استقلالية حقيقية للجماعات المحلية في مواردها المالية بالأساس باعتبار ذلك الانطلاقة نحو توسيع صلاحياتها الادارية والسياسية، يستلزم ذلك مراجعة دقيقة للنصوص القانونية المسيرة لميزانيتي البلدية والولاية وتبني استراتيجية اقتصادية مشجعة للاستثمار المحلي بمشاركة كل الفاعلين التنمويين من قطاع خاص ومجتمع مدني بغية الوصول إلى نموذج تسيير يراعي الخصوصيات الإقليمية ويسمح بخلق الثروة المحلية.
Description:	The local communities in Algeria suffer from a financial deficit, which impeded their developmental role and prevented them from responding to the concerns of the inhabitants of their regions. This situation needs reforming the legal texts of local budgets and adopting an economic strategy that encourage local investment with the participation of all development actors private sector and civil society in order to reach a management model that takes into account regional peculiarities and allows the creation of local wealth.
