Résumé:	هدفت هذه الدراسة إلى التطرق إلى أهم الاستراتيجيات و البدائل التمويلية للجماعات المحلية بحيث تبرز هذه الاستراتيجية من خلال ضرورة إعداد برنامج أو مخطط تقويمي يستند إلى رؤية جديدة ويوضح الدور الجديد للجماعات المحلية كما يوضح وسائل أو أدوات الإصلاح ويتوثق إعداد هذه الاستراتيجية على تثمين الإيرادات البلدية وتحسينها وضمان استمراريتها كونها مسألة ذات أهمية بالغة بالنسبة للدولة الجزائرية، خاصة مع الإصلاحات المتتالية، والتغيرات التي شهدتها الساحة السياسية والاقتصادية الوطنية والعالمية، فهذا الموضوع هو شديد الارتباط بمصير سياسة التوجه نحو اللامركزية الإدارية واستقلالية المالية المحلية، ودلك في ظل مطالبة البلديات بإعادة تثمين مواردها المالية المحلية وتوسيع قاعدة الخاضعين للضريبة و تشخيص دقيق لممتلكاتها واستغلال ثرواتها.
Description:	This research paper attempts to address the most important strategies and financing alternatives for local communities so that this strategy is highlighted through the need to prepare a program or calendar based on a new vision and clarifies the new role of local communities as well as the means or tools of reform, and documenting the development of this strategy on the valuation of municipal revenues and improve Ensuring its continuity as a matter of great importance to the Algerian state, especially with the successive reforms and changes in the political and economic arena, national and global, this issue is highly linked to the fate of the policy of orientation towards Administrative and financial independence of the decentralization of local, knead under the demand of municipalities to re-valuation of financial Moardha local expansion of the base subject to tax and accurately diagnose property and exploit their wealth.
