dc.description	This study aims to highlight the role of local communities, especially municipalities, in creating and achieving sustainable local development based on available means and resources. The results of our research found that local development is a complex process that requires the integration of local government efforts and public participation in order to achieve the desired goals and provide population requirements by focusing on the integration of economic, social, environmental and even political dimensions, and this process requires continuous planning and simultaneous monitoring of work related to this aspect, Local development also suffers from a number of constraints in all aspects and at all levels, which are limiting their efficiency and effectiveness. dc.description.abstract	تهدف هذه الدراسة الى إبراز دور الجماعات المحلية وعلى رأسها البلدية في إحداث وتحقيق التنمية المحلية المستدامة انطلاقا من الوسائل والموارد المتاحة. وتوصلت نتائج بحثنا إلى أن التنمية المحلية هي عملية معقدة تتطلب دمج الجهود المحلية الحكومية والمشاركات الشعبية في سبيل تحقيق الأهداف المرجوة وتوفير المتطلبات السكانية من خلال التركيز على دمج الأبعاد الاقتصادية والاجتماعية والبيئية وحتى السياسية، كما تتطلب هذه العملية التخطيط المستمر والمراقبة المتزامنة للأعمال المتعلقة بهذا الجانب، كما أن التنمية المحلية تعاني مجموعة من المعوقات في مختلف الجوانب وعلى جميع الأصعدة، هذه المشاكل التي باتت تحد من كفاءتها وفعاليتها.	en_US
