Résumé:	تعد الجماعات المحلية من أهم مقومات نجاح المشاريع التنموية القائمة في المجتمع باعتبارها مجالس محلية منتخبة، وغالبا ما يكونون أدرى بخصائص منطقتهم وبمشكلات سكانها، وبالتالي لهم القدرة على رصد وتحديد الأولويات، إلا أن نجاح هذه الهيئات في أداء الوظائف المتعددة التي تتولاها في مختلف الميادين يتوقف لحد كبير على حجم الموارد المالية، حيث كلما زادت هذه الموارد كلما تمكنت الجماعات المحلية من ممارسة وظائفها بأكبر كفاءة ممكنة، ومن بين هذه الموارد نجد الموارد الخارجية التي تلجأ لها الجماعات المحلية عند عجزها في تلبية احتياجاتها بواسطة مواردها الداخلية، وتهدف هذه الدراسة إلى معرفة واقع ودور الموارد المالية الخارجية في تمويل ميزانية الجماعات المحلية في الجزائر بصفة عامة وبولاية أم البواقي بصفة خاصة.
Description:	Local communities are one of the most important components of the success of existing development projects in the community as elected local councils, and are often aware of the characteristics of their region and the problems of their populations, and therefore have the ability to monitor and identify priorities, but the success of these local organization in performing the various functions that Their handling in various fields depends largely on the size of financial resources, as the more these resources, the more they are able to function as efficiently as possible, and among them we find external resources that local communities resort to when they are unable to meet their needs by means of This study aims to find out the reality and role of external financial resources in financing the budget of local communities in Algeria in general and in the state of Oum El Bouaghi.
